“Cerovo masterplan“ is a proposal for reuse adaptation of the former military complex in Bijelo Polje as a regional creative center. The complex was built in 1972, 1.5 km away from the city center, with an approximate site area of 20,000 m². The project aims to transform the site by revitalizing the landscape and the existing structures, in order to provide the spatial and technical conditions for the production and presentation of cultural and creative activities.

PROPOSAL
The complex is envisioned as a spatial and conceptual series of zones and microambients, each one having its unique spatial and development strategy. The predominantly public zones s are placed at the entrance zone.
The programmatic displacement is conceptualized with the main idea of mixing the functions that operate on different scales - local, national, and international in one space. By directly mixing the functions with the international impact such as artist residencies with the local ones such as food market, specific and unique spatial configurations are created. They in this way contribute to unconventional systematical developments of the complex.
In order to reinforce the public use throughout the whole complex, the public watchtower serves as a vertical element orientation marking and mapping the boundaries of the complex.
1.1 New nature
Nature is conceptually treated with the same value as the built environment and developed in synergy with the functions and zones of the complex. Nature is not treated just as a visual element, but it is deeply rooted and plays a key factor in the development of the economic systems of the complex. Nature also plays a key role in promoting exchange and community participation. Elements of nature are placed within the built structure as different types of gardens, food production experiments, food trade, and consumption.
1.2 Openness and transparency of functions
With keeping the communal use of the complex in mind, architecture reinforces transparent uses of facilities that are opened up and publicly displayed. In order to achieve this transparency, the majority of the closed-off facades are demolished and replaced by transparent ones. The spaces are organized as an open place that promotes exchange and interaction.

Zone 1- Social Participation Hub (Social participation project space with the entrance area, car and bicycle parking)
Zone 2 - Exhibition zone (outdoor showroom and EXPO square for temporary exhibition structures)
Zone 3 - Botanical zone (Community garden, Garden lab, Food market and Food experience space)
Zone 4 - Theatre zone (formal and informal theatres and stage support)
Zone 5 - Arts and Crafts zone (Modular square with community working and performance area, artist in residence area and workshops)
Zone 6 - Digital zone (Digital square with Sound cave and Visual cave, and Summer radio station tower)

1.3 Minimum high-impact interventions
All new structures installed are created around the idea of temporality and modularity.. The outdoor spaces such as Amphitheater and Garden Lab are built with minimum impact on the landscape - using the existing slope or the existing excavation.
1.4 Modularity and sustainability
All the interior spaces consist of modular systems. Modularity allows the easy transformation that can accommodate different scenarios. Walls are built of wood modular systems that are cost and energy-effective.
1.5 No car policy
In order to remove the car traffic from the site, the existing main street is transformed into the pedestrian one and the existing side street can be used for load and delivery. Pedestrian paths are intertwined with natural elements mentioned above.
